Our governing system is divided into three categories from the centre - the executive. Legislative and judiciary. Each category is expected to perform certain task. The following figure explains our governing system (flow chart)
The Structure of State Government System
At the state level the administration is handled by chief minister along with his council of ministers. They are elected to the Legislature. If the Legislature is unicameral then it has Legislative Assembly (Vidhan Sabha) and if it is bicameral then it has Legislative Council (Vidhan Parishad) too. Every state has a governor who is appointed by the president of India. See the figure below to get a complete idea of the system (flow chart).
The Structure of Administration in the Union Territories
There are seven Union Territories in India. They are Delhi, Chandigarh, Daman & Diu, Pondicherry, Lakshadweep, Andaman & Nicobar Islands and Dadar & Nagar Haveli. The governing system of Delhi and Pondicherry is different from other Union Territories as they have state government which comes into power through elections. They have Chief minister and Council of ministers to take care of the state. (flow chart)
The Structure of Local Administration in Rural and Urban Areas
The rural areas of the country comes under the Panchayati Raj while the urban areas comes under Municipal Corporation.
Panchayati Raj is divided into three levels i.e. Village (gram) level, block (taluka) level and district (tehsil) level.
For the purpose of running Panchayati Raj in villages a Sarpanch along with other members are elected. They are responsible for the administration of the village. They plan and implement schemes which are necessary for the economic and social development of villages. A Zila Panchayat chief who is an IAS officer is elected by the Panchayat.
A Municipal Corporation is formed in the place with large population like Metro cities. A Mayor and a Sabhashad are elected to look into the administration.
Municipality is formed in the place with population more that a lac. The whole place is divided into wards and a member is elected from each ward and a chairman is elected separately.
A city council is formed in a place with a population of few thousands.
