Billawar is a part of Kathua district and is also called as Balaur. The population of the constituency is 11,916 according to the census of 2011. It is a part of Udhampur parliamentary constituency and the present MLA is Manohar Lal Sharma who won the seat by defeating BJP candidate Satish Sharma.
